Which suggests there is something wrong with your audio track at the 2
HR mark. Have you tried exporting Audio only? Perhaps render audio to a
new track?

Suggesting that this does not happen alot in the normal course of using
the program.

"Crappy exporting" is kind of a wide ranging complaint, considering as
how codecs are firmly in the 'land of a thousand settings'.
Its not suprising that Export to DVD checks for DVD disk size. Saving to
a folder does in fact matter. Many people create their DVD copy on hard
disk and then burn multiple copies of that.

What about it? They want to sell you something.

Shrug. So use Divx or Xvid if you want Avi containers. Does Adobe not
allow 3rd party codecs?

As a longtime user of Sony Vegas, I can likely assure you that you won't
find a night and day difference. Both Vegas and Premiere Pro are quality
programs neither of which can beat the other up with a stick.
You want Web video? Why not use the Windows Media codecs? I'm sure they
are available to you through Premiere. If you have some extra cash,
consider the Flash Video format. Sorenson Squeeze won't set you back an
arm and a leg (maybe just the arm) and it produces very good quality
video designed for the web. If a browser can play a flash animation, it
can play a flash video.
