Hello,

I am trying to convert a .rm file to a .mpg1 - but I want to convert
the color depth from 32 bit to 16 bit. It is a cartoon - which might
use 256 colors at best. I figure this way it will be smaller and fit
on a vcd.

Does that make sense?

Any ideas how to do this?

No.

The VCD format is fixed, so you have no control over color depth,
bitrate, etc.

As far as I know, MPEG-1 only supports 8-bit-per-component Y'CbCr color.

You may want to try converting the video to an animated GIF (!)
