Then I would wager it is most likely broke. A broken tooth on a
wind gear may cause what you are describing.
OTOH, with cameras this old, the grease gets stiff and sticky and
a cleaning with Ronsonol may restore it to working condition...
If you are a tinkerer it may make a nice rainy Sunday afternoon
project.
I have a fondness for this sort of camera -- my first 35mm 'real'
camera was an Agfa Solina/Silette
