I see from the specification that the shutter speed range goes down to 16
seconds. I did a quick search of the PDF file but could not find if this
time exposure mode can be done on full auto mode or its it a manual mode
only feature.

Would the camera be able to do this longer exposure & panoramic at the same
time?

its just in manual mode and shutter priority - never tried it in panoramic
mode - dunno if its possible.

If it's like the C-5050, it can't do an automatic panorama in manual mode.
So, you're limited to 4 second exposures if you want to do an automatic
panorama. Of course, if you want to do them manually, you can always shoot
in manual mode and then stitch them together yourself.

The full auto mode only goes to 1 or 4 seconds... not sure as I've never
used it. The manual mode will go to 16 seconds. The panorama mode is
just a sales thing -- you don't need to use panoramic mode to make
panoramas; it doesn't change any aspect of the camera's operation. So,
you can make a 16 second exposure panorama if you wanted to.
