T-Max 400. Develop in a dilute developer such as D-76 1:1, HC110 Dil.E or T-Max developer 1:9. The longer development times will compensate for many development variations. Adjust agitation to 2 inversions on the minute, fix the films using 2 - 3 minute fixing baths, follow with a quick rinse, hypo-clear, wash for 15 minutes, Photo-Flo and you'll be done.
