What are the best procedures to eliminate Barrel Distortion (or Pincushion
    distortion), Chromatic Aberration and Parallax?

Buying a proper lens would be the first one
Then there is a plugin (did I say plugin?) called LensDoc.
http://www.andromeda.com/info/lensdoc.html that takes care of most barrels
    and pincushions.
It can also work out some parallax problems if not too acute.
Chromatic aberrations come in too many different variations.

What do you mean by parallax? Traditionally, it refers to the fact the view
as seen through a non-TTL viewfinder is not the same as the image on film,
especially for close-ups, but there's not much you can do about that after
    the fact.

    All lenses distort.

Debarrelizer is much easier to use and cheaper:

Debarrelizer also helps with some common forms of chromatic aberration.
Other plug-ins can be found via Google.

The free program panorama tools has plugins that will fix lens
distortions as well as alter perspective and point of view.
Do a google search to find a site currently hosting it.

That is what I was thinking ... correct at the source of the problem.

How does Debarrelizer help with chromatic aberration??

Yes, but some lenses distort much more than others.

It can transform each channel separately.

    Hi,

I recently wrote such a plugin, you'll find it at:

    http://flofiltres.free.fr/UnDistort

It corrects pincushion/barrel distortions, lateral chromatic aberration and
perspective (I suppose that's what you're looking for). Unlike the free
    Panorama Tools, it's a shareware.

    Florian.

Euh, that was an incorrect address. Here is the correct one:
