Don't know why you had to delete web folder contents. You could have
turned this off in Edit>Preferences>Adobe Online. I bet the same option
    exists in CS.

It doesn't on my machine. However, I, fortunately, don't have the problem. I
    don't know the answer.

I am eligible for a site upgrade to CS, but use it on an internal networked
system that does not have internet access for security reasons. If CS will
not work without "phoning home" I need to know that before my IT department
    deletes PS7 from my workstation!

You do, of course, have a firewall? Just set it to disallow PS or
anything Adobe access to the outside world. :)

I wonder if this has something to do with the installation being activated
    and/or registered?
I did both on initial installation and PS hasn't tried to connect yet.

PS7 does, wanna bet they turned it off in the newer version? Nah, no one
would be silly enough take that bet.

PS 7 only does that if you don't turn it off in the preferences.
