Basic question about video editing both hardware and software

I volunteer at a senior center and have been asked to get video
editing working with one of their computers and their Sony Handycam
DCR-DVD101. They are looking for a product that is easy to use and can
create DVD to hand out to some of the members. I don't know much about
this, here are some of my questions.

    1. We do not have a video capture card to input the video, can we use
the Mini disk the camcorder produces and use NEC DVD-RW that is in the
    computer?

    2. If we should go the capture card route it seems there is a variety
of price ranges. What card would you recommend?

    3. What editing software would you recommend for this environment?

Any other suggestions to get me started!
