Best way/software/freeware to capture stills off video

I have Pinnacle Studio which has a function to capture stills from an
AVI file, but the captured stills don't seem to have great resolution.
After not much magnification under PaintShop Pro, rectangular
blockiness appears. Doesn't seem to matter at what size I save the
    files.

I can maybe marginally improve their appearance by doctoring the stills
but seems it would be better to have better images to work with in the
    first place.

I realize video frames aren't going to have the same resolution as pics
from a dedicated digital camera but wonder if there's something that
    does a better job.

    Thanks

Nor will they. NTSC DV-25 is fixed at only 720 x 480 pixels. That's more
than adequate for television, but extremely low resolution for stills.

An HD camcorder would give you higher resolution video and stills.

But I suspect that is not the solution you need. Most people either accept
720x480 (NTSC) still from their camcorders, or shoot stills with digital
    cameras.
