Copy Region 2 DVD to Region 1

    Can DVD software like Nero or others copy a DVD encoded in region 2 and burn
    it to region 1?

    I'm brand new to DVDs and I see a lot of titles on amazon.co.uk that I don't
    see available in the US.
    I just recently learned about the region encoding.

    Why do they do that, by the way?
