"Could not complete G blur command because the selected area is empty"

    I am new to PS.
    I opened a 8 bit TIFF file and did CTRL+SHIFT+~ to generate a mask.
    Then I tried applying guassin blur. When I do this I get message box saying
    "Could not complete command because the selected area is empty"

    Does anybody know why this comes?

    When this happens to me, it is usually because I neglected to make the
    layer I wanted to blur active. Open the Layers palette and make sure
    the correct layer is active.

    I had selected wrong layers, so I was getting this error.
    I am new to PS. I have read a lot about Layer's / Mask. I have been
    unable to apply those theories. Today I really made some progress in
    this regard.
