High Quality Realtime Video Capture & Stream

    Hello, all. I'm hoping you can help me. I'm trying to do something
    that I thought would be fairly common and straightforward. However, as
    I delve into it, I realize there are far more complexities than I
    would have liked. I'd love for someone to help set me on the right
    path--I need some course correction.

    The Goal: We host live events and traning seminars (up to 8 hours) and
    would like to provide a live video stream of the event or the class.
    We can do this with a cheap little webcam with no problem but it
    doesn't really lend any value to the remote viewers. We'd like to have
    a nice, high-quality video stream (300x250) of the teacher. These
    classes are also recorded for 'on-demand' access later on.

    The tools:
    Camera: Panasonic HCD-HS100 (AVHCD) with HDMI/Component/PAL output
    Card: Intensity Pro HDMI HD/SD Editing card
    Software: Adobe Connect Pro (Acrobat Connect)

    I have a bunch of questions around this. Here are a few of them:
    * Do I have the right tools in place to take a raw stream from the
    camera and encode it into a smaller, streamable format? In other
    words, I can set it up to stream a PAL signal from the camera to the
    computer but I need to compress that down to a smaller (300x250 8 bit)
    image in order to pipe it live over the web. What do I need to do
    this?
    * Are there better tools for acheiving this? I'm starting to get
    worried that the camera I have is simply sending too big a video
    stream. However, I'd imagine there must be tons of software that can
    turn that video stream into a smaller format
    * I can see the video stream in VLC and in MediaExpress (Black Magic's
    little capture tool), and in Adobe Premiere but it doesn't show up in
    anything that expects a webcam (Skype/Adobe Connect), even though it
    recognizes the device.

    The general flow of things that I'd like to acheive is:

    HD camera input & audio -> Computer (video encoding?) ->
    AdobeConnectPro -> remote access partipants

    Any and all help is greatly appreciated!
