Include or embed sound within an image file itself ?

I'm looking for ways to include or embed sound as part of an image
file (jpg) (eventually to be made into a (s)vcd video).
Is this part of the jpg standard ?
What software can do it ?
Can it be done as wav or as mp3 ?
(I'm aware of ULead's Photo Explorer which can do it only as wav).

My interest is in being able to have only one file (the image) with
sound stored within it so that a separate sound file does not have to
be kept and associated with each image I have. Similar to how EXIF
Comment field can be used to store text description of an image within
    the image itself.
