Is it true that constantly opening and closing jpeg images degrades the
quality of the image cumilatively? If i constantly view my jpegs within
WinXP (preview) am i doing damange to the file? What if i open the same file
in PS and then resave at Quality 12? Does this also degrade the quality? Any
    advice appreciated.

  2. Viewing without saving will not cause any loss or change to the file.
Saving at 12 in PS might cause changes the first time but thereafter it
should not cause any changes. I cant guarantee that this is accurate though.

    only when re-saving images.

if you were planning on working on the image, it is best to do this in tiff
or RAW. Then for the sake of storage space and e-mails, save it as a jpeg.
