I'm looking for a TV capture card that can record sound and video with
2 simultaneous inputs via composite (That's the Yellow-White-Red cable
set) on 1 card. If it requires an extension cable or something of the
like that's fine but it must be on 1 card.

I have no idea what the quality level is for this product line.
However, it took all of 30 seconds to find it.
    Google is your friend.

Those Osprey cards are way too expensive! They don't even have HD, or
do they even say SD/HD, and most of the higher end card us the old PCI-X
standard which is being phased out.. Doesn't look good to me.

Blackmagic is the way too go..
