menus and layout for a family history dvd

    I am looking for software for creating menus and layout for a family history
    DVD.

    A cousin has collected a lot of material on a family history. Much of this
    history is currently not easily accessible to the family members as the
    oldest were split up as children in the 1940's, and their history has been
    long dissapated..

    I offered to help, having some experience (hobby only )in graphics and
    creating small movies and images for CDROM.

    As many of the family members are quite old or don't use computers the CDROM
    option is out. Most families have a DVD player, or there is one at their
    children' houses so I thought DVD for display via a TV would be appropriate.
    The menus would have several levels and lead to chapters, segments as
    different branches of family history was followed. it is contained in old
    documents

    I have access to a DVD burner, but I need some suggestions for editing
    software - creating titles, chapters etc, placing images and movies, sound
    bytes.

    I have looked at the specs for several I found via Google, eg from Dazzle,
    Ulead and a couple of others. At this stage I see the project as being
    mostly text as images and photos with only short videos.

    Any suggestions would be appreciated.
