I have captured, long time ago, a file in MPEG-2 IBP.
Vegas Video only allows me to edit I-Frame MPEG-2 source files.

Are there any conversion programs from IBP to I-Frame only?

Try Tmpgenc. It should be able to do it.

Vegas has an issue on editing MPEG-2 IBP source files.
The timestamp is the problem: Vegas only works well when each frame
has got a timestamp on it. MPEG-2 only saves timestamps on I-frames,
so the result is that, very often, VV doesn't recognize B and P frames
while rendering them and just creates black frames. The final result
is that some GOPs (especially those near to some FX effect) are
    completely black.
Using I-frames only doesn't create problems. Unfortunately I
discovered this problem (which VV staff tries to hide) very late and I
already have many files in IBP format...

Well, I just learned you're right, but they're not trying to hide it
anymore, because I just read it it in the Vegas 4.0 Readme file:

    Known Issues

Some Windows Media and MPEG source files may not play back or render
properly when used in a Vegas project. If you are having troubles with
black frames or a/v sync when using Windows Media or MPEG source files,
rerender these files to .avi prior to using them on the Vegas timeline.
