My Command Dial has stopped working. No matter what I try to select, -
mode, exposure comp, ASA, etc, it does not work. Has anyone had this
problem and if so, what was the solution. Is there a way to re-set the
    entire camera?

You can try some electronic tuner-cleaner. My older 990 had a problem with
the mode switch and also the command dial as of late. I use Radio Shack
tuner-cleaner cautiously applied so it can down into the contacts and soak
up the excess with a rag. Apply and work the switch /dial. May take a
couple tries to work the cleaner down to the contacts. better to go easy
    than flood things.

Is the dial electrical? I would have assumed it would be an optical
encoder, like car stereos or video games.

To be honest, I have no idea. I just suggested what worked on the command
dial on my 990. One reason to apply sparing and mop up the excess.
