Pixels -> Vector... does this plugin exist?

    Looking for a plugin that will take a black outline drawing and turn it into
    vector. Straight black-on-white cartoon-style art, and turn all the shapes
    into vector.

    Does such a thing exist for Photoshop?

    Maybe, but I don't think so because Photoshop is a raster/pixel editor.
    You need a vector program, like Illustrator. Its Live Trace feature does
    exactly what you want.

    You could also draw that in Adobe Flash which is vector

    Yep. this went away years ago...the CS+ of Illustrator does a decent job.
