i've got some mpegs which were captured from a PAL DVD. they run at
25fps although the source material was 24fps film. thus they play
fast. is there any way i can play them back at 24fps instead, without
    re-encoding the files?

This should be able to do it to the video stream. You may have to
demultiplex the stream first into the elementary streams. However,
the audio will probably have to be decoded, modified, then reencoded.
