Please Help!!

Can anyone please help me figure out how this photography was placed together and they are both clear.. i have Photoshop elements 8. I am sort of a beginner so please any help will be greatly appreciated. thanks

 

Merge 2 photos onto one.

Nichole, I am not familiar with elements, as I am a Pro Photoshop user. We first open 2-images, then take the "MOVE TOOL" and DRAG the image that you want to be the lighter/top image ONTO the other image. In the SHOW-LAYERS dialog box, you highlight the "top image", than go to "opacity", and drag it down to about 20% or so. As you do so, you will see the bottom photo/layer re-appear. Now set that top opacity to the level you like. Finally, touch the small circle with the arrowhead on the LAYERS DIALOG box to open more info. Click on FLATTEN IMAGE to combine the 2 as one image.Now you mast SAVE AS, but make sure you change the image back to a JPEG Format, NOT a PSD or other format, or you want be able to "send to" or even make a print from it.
