If I hold the camera in front of me and try to take a photo of myself
the flash fires but the light from the flash is too strong and the
picture is washed out (I look like a ghost).
I've tried setting the camera to the macro mode as in this mode the
flash can get closer but I still get the same result.
The settings seem to be the same when the flash is used
    1/60 f3.3 ISO 400
There is a manual compensation option but if I try to reduce the
exposure the exposure comprensation is ignored.

    Can someone help me please.

The flash is too close to your face. Try to take photo of yourself in
bright environment rather than lighting your face up with the flash.
Otherwise, try ISO 100, and diffuse the light from the flash with
normal white bond paper or many layers of translucent scotch tape.

    Either
use tissue paper over the flash to reduce it
    or
get into better light and don't use the flash
    or
stand further away and use the self-timer
