Progressive or interlaced for DVD from still pictures?

    I am editing a sort of cartoon made from a series of drawings with
    voiceover. In order to play it on our local public access TV channel, I
    export an interlaced .avi to miniDV tape using the MS codec.

    If I want to create a DVD from the same material, will I get a better
    looking video building my MPEG2 files with 480 progressive or just use the
    same .avi as my source?
    Will a 480p DVD+ or -R play on set-tops as well as in computers?
    What codecs will give me the best quality?
