I would like to know how to change a PSD file to a JPEG file.

I know Photoshop Elements 3 can do this, I would think a fair number of
    other programs could as well.

Change the mode from 16 to 8 bit (if necessary) and go to File > Save
    As Jpeg.

You can choose the quality level. Do not save over a jpeg again or it
will deteriorate. Keep the original PSD.

    if you have Photoshop
    just opt for "save as"

if you do not have photoshop just google for irfanview
    it's a *free* image editor...

just open the .psd and "save as" .jpg
