    The mystery may be solved. Kodak papers develop normaly but take twice
    as long to fix; too long to use the Ilford 60 second quick fix.

    It may have to do with the emulsion incorporated hardeners used by Kodak.
    Kodak recommends a two bath fix and they are not in so much a hurry. The
    hardeners they use are slow to admit an ACID fix although they are quick
    to admit an ALKALINE developer.
