Is there a easy-to-use application which will let me write words as well
as graphics like arrows and circles onto images?

Several apps can do this but some are very awkward to use.

For example Irfanview can put text (no graphics) onto images but it can
    be extremely hard work.

Which apps are nice and easy to use?

  2. Pretty much every bitmap editor will allow this. I will have to assume you
are using Microsoft Windows (you didn't say), and can recommend PhotoFiltre
    (http://www.photofiltre.com/) for free.

  4. I use PS Elements. You can enter anything in the chosen font.

In my opinion IrfanView is the easier one.
IrfanView + adobe filters "FILTERS UNLIMITED" is very good configuration for
    such a task.
You need only simply 4 steps to put the text using IrfanView !!!!! It takes
less than 20 seconds from start!!!!!
I'm sure you won't find easier and faster tool.

PS. Generally I use Adobe Photoshop CS2 but often work with IrfanView in the
    background.

Not the current version or the Beta. Picasa is a photo organizer not
editor. Picasa's caption is ITPC caption field and it does not print on
the image. In fact many programs do not even use this field.

Irfvanview allows this, it's within their menu structure and I have used
    it to post labeled pictures
