Slow Sync / Red Eye

Hi...the camera I'm planning to buy (Panasonic FZ5) seemingly combines
slow sync mode with red eye reduction. I really want slow sync mode,
and I also really DON'T want red eye reduction mode. Well, other
cameras which can do that, don't meet my requirements on other points.

Presumably, if one is adept at technical photography, you can adjust
the flash and exposure using manual controls to create your own
"custom" slow sync mode (and you can just turn off the red eye mode).
And, if that assumption is correct, I wonder if this can be done
without any addtion equipment (light meters, or whatever photographers
might use for this kind of thing).

Thanks for any advise and/or info.
