I read somewhere that the ATCs were stopped from filing health insurance
claims for stress unless they could show enough near-miss incidents on the
job. *Then* the number of near misses increased dramatically. (Reason #732
for Seriously Considering Taking the Train Next Time.)

Looks like foreplay to me. They're thinking of having sex, or whatever
passes for "having sex" (or thinking of it) in butterflies.
