Thanks to all of those who responded to my postings "Making Images Use ALL of
Photo Paper" and "Crop Tool Not Working." I get several very helpful responses
to my postings on this and one other Photoshop newsgroup and was able to
resolve my problem with your advice. For some reason, the dragging feature on
my PS isn't working with the crop tool, but my problem is rectified by instead
simply clicking on the rectangular marquee icon, entering the output format
ratio (4X6, 5X7, etc.) clicking on the image and THEN dragging within the
image. I can then match the output format ratio exactly with my blank photo
paper size and fill the entire blank (and without distortion) by cropping this
way. Thanks again for your help in solving my problems.

Glad you found a solution, but you are probably not cropping properly. Try
    this:
    1. Right click crop tool
    2. Set size
    3. Set the cursor (crop tool active) in the upper left corner of your image,
right click and drag out the crop box to the right and down. Once you let
go the crop is set to the proper ratio, but notice that the tool bar has
disappeared because any adjustments to the handles will distory the ratio.
You can right click within the cropped area and move the crop around, up and
    down and side to side.
