TV Tuner PCI Card - Green left edge and Pink right edge on Objects

    I've seen this before on someone else's flat panel TV set; now I'm seeing it
    when using my Hauppauge WinTV-Go TV tuner card in my computer's PCI slot,
    with my computer monitor:

    Sometimes, when viewing television, people or objects have a green or
    greenish hue along their left edge and a corresponding pink or pinkish hue
    along their right edges.

    I presume this is due to the quality (or lack thereof) of my inexpensive
    tuner, not due to something in the signal source.

    I don't see this effect on my regular TV set, using the same signal source.

    In my case, the signal source is analog cable TV, with no intervening cable
    box. The TV cable is attached directly to the TV tuner card.

    What causes these green left edges and pink right edges on vertical objects?

    What is that effect called, if it has a technical name?

    What can/should I do to get rid of or correct it?

    If I purchase a different make or model TV tuner card for my computer, will
    that eliminate it?

    I use the card mainly for watching TV at the computer, not for capturing or
    recording video.

    Thanks in advance to someone who KNOWS the answers to these questions. No
    uneducated guesses, please.
