What causes video and sound to be out of sync?

    I'm sure people have asked this in the past but I don't remember
    anyone giving a reason for this.

    Is it due to the different frames per second (Pal 25fps, NTSC 29.97
    fps) or some other season. Maybe the source is from 24 fps.

    I know of a friend who has hardware that will record VCD in realtime
    from VHS tape or some other video source. In almost all cases the
    sound and video are out of sync by a small amount.
    I've also noticed this problem on MPG files.

    I'm hoping someone can answer this question.

    Your friend's hardware is not working right, if
    it was designed to capture the sound with the
    video and maintain sync. Unless the source
    was out of sync.
