Why doesn't my file size change going from 704x576 to 352x576 in TMPGenc?

  1. Subject says it all. I tried to play with settings in TMPGenc and I
get precisely the same file size. Hell, I even tried 8x576 and I still
would get the same file size. What am I doing wrong?

If you haven't changed the bitrate, then that's expected.

Use the CQ mode, and you should get different sizes for the same
quality. The good thing of 352x576 is that normally you shall be able
to encode even at 100% quality. I have just encoded a 20 min. clip,
    352x576 resolution, at CQ 100% (yes, that's 100%!). It used a bitrate
somewhat above 6000 kbps, and gave an excellent looking image. With
704x576, the 100% quality would go above the upper limit of DVD
    standard.
